Purpose

MEARS is a flexible web-based application that, in support of MIL-HDBK-61B: Configuration Control Guidance and SAE International Technical Report EIA649, provides tools for project offices to create engineering change documents then, through a virtual Change Control Board (CCB) review, add comments, and vote on them. MEARS facilitates the processing of the below document types:
- Engineering Change Proposal (ECP - DD Form 1692, REV 1 AUG 1996 and DD Form 1692, REV 01/2018; Includes Notice of Revision – DD Form 1695, APR 2017 )
- Request for Variants/Waiver (RFV/RFW – DD Form 1694, AUG 96)
- Specification Change Notice (SCN – DD Form 1696)
- Standard Routing Form (SRF)
- Maintenance/Modification Work Order (MWO)
- Contract Data Requirements List (CDRL – DD Form 1423-1, FEB2001)
MEARS is managed by the US Army Aviation and Missile Command (AMCOM) located at Redstone Arsenal, Alabama. MEARS has supported the Department of Defense Warfighters, Homeland Security, other US Government agencies, Commercial Industry and approved Foreign Governments for over 30 years.
