Multi-User Engineering Change Proposal
Automated Review System
(MEARS) was originally developed as a result of the Department of Defense (DoD) Continuous Acquisition and Life-Cycle Support (CALS) initiative. MEARS was conceived from a set of CALS performed in FY90 by the MICOM CALS office. These studies demonstrated potentially large savings in the area of Engineering Change Proposal (ECP) automation. A prototype of MEARS was demonstrated in August 1991, with version 1.0 being released in September 1993. MEARS continues to improve user-functionality and maintains cost-effective practices that support configuration and data management.
